A Master Plan for parks and recreation for the Valleyview region, this report covers the following topics: community profile, summary of major recommendations, perspective from the recreation community, program analysis and recommendations, facility analysis and recommendations, administration and financing.

The Background Study for the Valleyview Joint General Municipal Plan contains information related to a number of land use characteristics of the Valleyview area. This study of land use in Townships 69 and 70, ranges 21-23 was ordered jointly by Improvement District No. 16 and the Town of Valleyview to accumulate knowledge that would assist them in the setting of land use policies.

Master Recreation Plan for the Grovedale Area, produced by Grovedale-South Wapiti Recreation Board.

Recreation Master Plan for the East Smoky area includes a profile of the area (history, climate, resources), an analysis of programmes and facilities, and recommendations for the future. The East Smoky area covers the rural area and communities between the Smoky River and Sturgeon Lake: DeBolt, Crooked Creek and Sturgeon Heights.

Recreation Study and Five Year Master Recreation Plan for the Grovedale-South Wapiti area was produced in 1983 as an eligibility requirement for government recreation grants. It includes a profile of the area, a description of the recreational programmes and facilities, and plans for the future.

A Proposal for Recreational Land Development at Sturgeon Lake by Maritime Holdings Ltd., which owned 1932 acres (781 ha.) around the lake. The proposal includes maps; a resource planning, management and use perspective on Sturgeon lake; a description of the proposed project; environmental considerations; and a description of the development around the lake.

The Sturgeon Lake Indian Reserve Master Plan includes a community profile including population, economic base and summary of administration; an inventory of programmes and facilities on Reserves No. 154, 154A and 154B; an analysis of use; and recommendations for future facilities.

This Recreation Study and Five Year Master Recreation Plan for the Grovedale-South Wapiti area was produced in 1991. The purpose of the plan was to serve as a vehicle for input from the public, to provide a working document for the board, and to re-assess existing programs and facilities to see if they were meeting the health needs of the community.

Recreation Master Plan for the East Smoky area includes a profile of the area (history, climate, resources); an analysis of programmes and facilities, and the groups which make use of them; and recommendations for the future. The East Smoky area covers the rural area and communities between the Smoky River and Sturgeon Lake: DeBolt, Crooked Creek, Goodwin, Puswaskau and Sturgeon Heights.

The Improvement District No. 16 Peacetime Emergency Plan is a “handbook intended to be a ready reference and guide for elected officials and administration of I.D. #16 for dealing with peacetime emergencies which may affect them.

These books contain proposals to construct a waste disposal transfer station at Fish Creek. This includes a proposal from GPEC Consulting and Alberta Municipal Affairs.

The series consists of 16 publications produced by the Peace River Regional Planning Commission on areas encompassed by the Municipal District of Greenview. They include technical manuals such as “I.D. 16 Land Use Policies”, studies of the people who inhabit the land, plans for the lakes of the area, and plans for the hamlets of DeBolt, Little Smoky and Grovedale.

People of the Peace: Their Goals and Objectives is a study of the personal priorities of the residents of the Peace Country; their attitudes towards the environment, development, politics and social investment; and the implications this has for policy and government services.

This Regional Lakes Overview studies the Lake Resources of the Peace River Country, dividing it up into nine sub regions: Sturgeon Lake, Saddle Hills, Clear Hills, Cardinal Lake, Winagami Lake, Utikuma Lake, North Peace, Musreau Lake and Smoke Lake. It analyses user demand and the infrastructure which gives access to the lakes and suggests policies and recommendations.

This “Staff Advisory Comments to Improvement District No. 16 on the Expansion of DeBolt” is the written summary of an oral presentation by Planning Commission Staff as to the “possible direction of residential expansion of the Hamlet of DeBolt.” Maps are included.

This “Proposed Planning Program for Improvement Districts 16, 17, 19, 20, 21, 22 and 23” gives an assessment of need and specific programs for each I.D.

Sturgeon Lake Management Plan was prepared by the PRRPC at the request of the Advisory Council and Municipal Planning Commission of I.D. No. 16. It discusses future land use around Sturgeon Lake as related to conservation, agriculture, integrated recreation, day use recreation, cottage development, townsite, institutional use, natural enhancement and intensive shoreland development.

Part “A” of the Grovedale Area Planning Study, containing a set of conclusions and recommendations for future planning.

Development Appeal Board Guidelines for Improvement District No. 16 is “a general review of the development process and how development appeal boards relate to that process.”

Phase II of Improvement District No. 16 Land Use Planning Policies contains the actual policies developed as a response to Phase I, the Background Information Study.

Rural Industrial Land Use is “an amendment to the Peace River Region Preliminary Regional Plan: Patterns for the Future.” It is “an addition to Part III, Rural Land Use Policy, as adopted by the Peace River Regional Planning Commission on Mary 21, 1980 for the approval of the Alberta Planning Board and for ratification by the Minister of Municipal Affairs.

Country Residential Subdivisions: a Guideline for the Peace Region in Site Analysis & Design was prepared for the use of local developers to create “efficient and aesthetically pleasing country-residential subdivisions.

This Hamlet of Ridgevalley Planning Study for Improvement District No. 16 contains a community profile, maps, an inventory of existing conditions and policy recommendations for future development.

This is the Land Use Policy Handbook “as adopted by a resolution of the Advisory Council of Improvement District 16.” It “provides the policies relating to subdivision and development of land within the Improvement District.”

Options for Growth: Hamlet of DeBolt is a planning study “adopted by a resolution of the Advisory Council of Improvement District 16.” It “provides the policies relating to subdivision and development of land within the Hamlet of DeBolt.”

This Hamlet of Little Smoky Planning Study was “adopted by a resolution of the Advisory Council of Improvement District 16.” It “provides the policies relating to subdivision and development of land within the Hamlet of Little Smoky.”

This Rural Industrial Land Use is “an amendment to the Peace River Region Preliminary Regional Plan to Patterns for the Future, an addition to Part III, Rural Land Use Policy as adopted by the Peace River Regional Planning Commission May 21, 1980. Final revision adopted March 17, 1982.

Phase II of Improvement District No. 16 Land Use Planning Policies is the actual policies developed as a response to Phase I, the Background Information Study. They are “intended to guide the I.D. in the administration for the land use bylaw and to set out subdivision and development guidelines to provide for the orderly and economical development of the rural area.”

The series consists of publications produced by the South Peace Regional Planning Commission on areas within the boundaries of the Municipal District of Greenview. The reports include municipal plans for Valleyview, planning studies for Grovedale, and regional studies of the south Peace, the west Peace, and the Musreau Lake area.

The Valleyview Joint General Municipal Plan was prepared by a joint planning committee of the Improvement District No. 16 Advisory Council, the Town of Valleyview Council and South Peace Regional Planning Commission staff. It lays out the joint planning area, the objectives of the plan, and the land use policies agreed upon.

The Grovedale Area Planning Study contains a community profile of the area and the hamlets of Grovedale and Landry Heights, an inventory of existing land uses and services, illustrations and maps, and provides recommendations for future development.

This volume contains the policies adopted on April 26, 1984 by the Improvement District No. 16 Advisory Council as a result of the Grovedale Area Planning Study, also published in 1984.

The South Peace Regional Plan was created “to address regional planning issues, provide direction for local planning, guide public and private interests as these may affect the development of the Region, and fulfill the requirements of the Planning Act.”

The Southeast Peace Sub-Regional Retail Trade Pattern Study was carried out in 1986 “to identify the range of retail goods and services available; to identify the trade areas for centres; to identify who shops where, for what and how much they spend; to identify the outshopping beyond the Region ; and to make observations as to how to recapture the outshopping.

The West Peace Growth Study assesses past, present and future trends in the main economic study area, which is bounded by te Peace River to the north, the Smoky River to the east, the County of Grande Prairie to the south and the B.C. border to the west. It includes the Town of Spirit River, the villages of Eaglesham, Rycroft and Wanham; MD #133 and IDs 19 and 20; the hamlets of Tangent, Peoria, Woking and Watino, and the settlements of Gordondale, Bonanza, Silver Valley, Belloy, Codesa, Heart Valley, Bay Tree and Blueberry.

The Valleyview & Area Community Profile studies the population of the area–their employment, the municipal and community services available to them, and the primary resources in the region.

This document is a review of practice and opinions regarding the charges for development and off-site levies in the South Peace Regional Planning Commission area.

This report is one in a series of community profiles taken from the South Peace Trade Study. It applies to the Town of Valleyview only and reflects the retail trade pattern for the town.

This report makes an inventory of all the recreational facilities in the South Peace River Country of Alberta, doing so by Sub-region and settlement. For example, in the Grande Prairie Sub-Region, Beaverlodge and Area, Hinton Trail is listed as having a Community Hall.

The series consists of 30 publications produced by various departments of the Alberta Government relating to the area covered by the Municipal District of Greenview. The reports study issues such as real estate values, electoral boundaries, waste management, water management and industry plans. They cover the physical areas of the Berland River, the Wapiti River, Musreau Lake, Iosegun Lake, and Smoke Lake, Grovedale, Sturgeon Lake, Puswaskau. There is also material relating to native communities and the New Town of Grande Cache. The publications are listed in alphabetical order according to the department.

A Review of Agricultural Real Estate Values in Alberta from 1994-1999 provides current to the time and historical information on agricultural real estate values in Alberta, not in specific transactions, but in levels of activity and average values of these transfers.

A Review of the Electoral Subdivision Boundaries in East Smoky School Division No. 54 was requested by the East Smoky Board of Trustees to review “the adequacy of representation with regards to the number of trustees” and “with regards to geographic area, attendance area compatibility, and population.

Terms of Reference for the Berland Current Regional Plan to supplement the Berland River-Fox Creek Proposed Forest Management Agreement Area.

The purpose of this Ecological Land Classification and Evaluation for the Sturgeon Lake-Puskwaskau East was “to furnish an ecological framework and common base for integrated resource planning by provincial government agencies.”

The Integrated Resource Plan: Sturgeon Lake-Puswaskau East Resource Management Policy was prepared by a Resource Integration Committee from the following departments in the Alberta Government: Agriculture, Environment, Forest Service, Public Lands, Fish & Wildlife, and the Resource Planning Branch.

This Feedback Report to the Sturgeon Lake-Puswaskau East Sub-Regional Integrated Resource Plan Management Policy is the result of a Round Table Meeting with Public Consultants in Vallleyview in December of 1983. It contains the reactions from the local M.D.s and I.D.s, the Peace River Stock Growers Association, the South Peace Regional Planning Commission, the National Farmers Union DeBolt Local, and the Alberta Forest Products Association.

The Integrated Resource Plan: Sturgeon Lake-Puswaskau East Resource Sub-Regional Plan was prepared in response to the need for improved management of Alberta’s lands and resources. It applies only to public lands within the area, not to any private or federal lands.

This Groundwater Investigation of the Grovedale Recreation Reserve contains a report of the Investigation, a Location Plan of the wells, a discussion of the water quality, and an appendix of information: test holes, test data, analyses and surveys.

Peace River Basin Plan: 1984 Assessment of Municipal Groundwater Supplies for the Hamlet of Grovedale was prepared for the Alberta Environment Planning Division under the direction of the Earth Sciences Division.

Water Quality in the Wapiti-Smoky River System Under Low-Flow Conditions, 1987-1991, is a synopsis of Government Surveys and Monitoring done during that time period.

The Integrated Waste Management Study for the Peace Region studies the current waste management infrastructure, applicable waste management strategies, and a master plan for the municipalities.

Terms of Reference for the Fox Creek/Knight Sub-Regional Integrated Resource Plan contains descriptions of the resources in the area and a map.

Terms of Reference for the Berland Sub-Regional Integrated Resource Plan contains descriptions of the resources in the area.

Biophysical Inventory and Land Use Evaluations of the Iosegun and Smoke Lake Shoreland Areas describes the area, its rocks, soils and vegetation, and the implications for building in that area.

Management Plan for the Smoke and Iosegun Lake area containing a history of recreational use, resource synopsis, ecological land classification, zoning, special considerations for sour gas, carrying capacity, and a strategy for recreation development and resource management. Two maps (Watershed Stratification and Land Use) accompany the report which was started in 1988 and completed in 1990.

Biophysical Inventory and Land Use Evaluations of the Musreau Lake Shoreland Area containing climate data, geology, soil classification, vegetation and lake basin characteristics. The report is accompanied by photographs and three 1:15 000 Preliminary Base Maps.

A General Development Plan for operations in Tolko Industries Ltd. High Prairie OSB Division in regards to the Forest Management Agreement Area and Timber Allocations. It contains a summary of historical logging season volume breakdowns and future projected harvest flow. It also outlines Tolko’s integrated management activities and relationship with other resource users and government organizations.

The “Land Use Forum Report and Recommendations” examines and makes recommendations on subjects such as the family farm, alternatives to the family farm, multi-use of agricultural land, future land needs for Alberta agriculture, and historical rights of landowners.

“The Development Appeal Board, A Guide” is an Alberta Planning Law Handbook provides guidelines to both boards and those who are making the appeals.

Land Use Bylaw filed by the Board of Administrators of the New Town of Grande Cache pursuant to The Planning Act, 1977.

This is the commercial component of the General Plan for the New Town of Grande Cache. It includes suggested objectives for commercial development, issues and constraints, and a potential plan for the town.

The development of a tourism industry in Grande Cache was seen as a potential solution to the long term employment problems caused by a general slowdown in the provincial economy and a decline in the coal and forestry industries.

Improvement District No. 16 developed this plan through the Community Tourism Action Plan Program, provided by Alberta Tourism, in terms of five key components: Attractions, Promotion, Infrastructure, Hospitality, and Services. It seeks to tap the considerable potential for tourism development in the vast resource base of I.D. 16.

“Grande Cache: Escape to the Wilderness” is the proposal for the new Grande Cache Tourism & Interpretive Centre built for the town’s 25th anniversary.
